California's legislative and regulatory landscape is rapidly changing, and now more than ever, it is critical that CASP member organizations are engaged at every step.
For example, in 2024:
- The definition of a "qualified autism service provider" will change in California.
- SB 855 and its requirements related to generally accepted standards of care will continue to be implemented.
- Behavioral health providers are scheduled to receive rate increases, but behavior analysts are currently excluded.

Melissa Cortez
Melissa Cortez is a Partner at Governmental Advocates. She joined the firm in 2000. Before joining Governmental Advocates, Ms. Cortez worked in the State Capitol as a Legislative Aide for a member of the California State Assembly and the Joint Legislative Audit Committee. Representing the interests of pharmaceutical manufacturers, benefit managers, and healthcare providers, her work has ensured that Californians can access the professional services and medications they need to improve their quality of life. Specific to autism, Ms. Cortez has worked extensively on the following:
In addition to the Legislature and Administration, Ms. Cortez works closely with state agencies such as the Department of Healthcare Services, Department of Public Health, Department of Managed Healthcare, and Department of Insurance. During her tenure, she has also worked to advance California’s energy and climate goals, the development of renewable energy, and the economic opportunities of a green economy. Ms. Cortez holds a Bachelor of Arts degree in Government and Journalism from the California State University at Sacramento. |
Brian McCann Brian McCann is resident & CEO, the Faison Center and serves as the Chairman of the Council of Autism Service Providers Board of Directors. Prior to joining the team at The Faison Center, Brian was an attorney who devoted his law practice to civil litigation with an emphasis in education law to help families of children with disabilities. During his legal career, Brian was recognized in Virginia Super Lawyers in 2013, 2014 and 2015. Brian was also a member of The National Trial Lawyers Top 100 Trial Lawyers in the Commonwealth of Virginia. In 2013 Brian was recognized as a Top 40 Under 40 in the city of Richmond for his work in Special Education Law. Born and raised in Richmond, Brian earned his Bachelor of Arts in Economics from the College of William & Mary and graduated from the William & Mary School of Law, where he was a member of the Order of the Coif, Law Review, and Moot Court. Brian is extremely proud that the Faison Center provides a lifespan model of services to individuals with autism, unlike anything in the Commonwealth of Virginia. He is dedicated and driven to better the lives of all individuals with autism and their families through a model of services unlike anything in the country.
